Reporma, kailangan – Pag-ibig fund

BILANG TUGON SA pangamba ng mga housing developer, naglabas ng statement noong Martes (Setyembre 13) ang top official ng Home Development Mutual Fund, mas kilala sa tawag na Pag-IBIG Fund, na kinakailangan ng nasabing institusyon ang pagpapatupad ng pagbabago sa polisiya ng pagpapautang upang masiguro ang pagpapatuloy ng kapasidad nito at ng pagbibigay ng serbisyo sa may 9.5 milyong miyembro sa buong mundo.

“As a state financial institution, it is our duty as administrators of the Fund to make sure that our policies, practices, and services redound to the greater benefit of our members. We can only do that if these policies can guarantee the continued viability of the Fund. After all, the moneys that Pag-IBIG Fund lends out are the hard-earned savings of the Filipino workers wherever they are,” pahayag ni HDMF CEO Atty. Darlene B. Berberabe.

Bunsod ng kontrobersiya sa Globe Asiatique, nagsagawa ng reporma ang Pag-IBIG Fund sa housing loan program, partikular sa Window 1 lending facility nito. Isa sa pangunahing reporma na isinagawa ay ang pagkansela sa awtorisasyon na naunang ibinigay sa mga developer para mag-apruba sa aplikasyon ng kanilang buyer para sa Pag-IBIG housing loan. Sa ngayon, ang lahat ng aplikasyon para sa housing loan ay sinusuri at inaaprubahan na mismo ng Pag-IBIG.

Iniuugnay naman ng mga property developer ang mababang housing loan take-out ng Pag-IBIG para sa taong ito sa nangyaring reporma sa ahensiya, kabilang na ang pagtaas ng mga di-naaprubahang housing, kumpara sa bilang noong 2008 at 2009. Sa ilalim ng Window 1 facility ng Pag-IBIG, 200 developer ang accredited ng Pag-IBIG na mag-apruba ng housing loan.

“We have to learn from our experiences in the past. As a funder, originating loans is our responsibility, so taking it back on is just right. Passing it on to the developers may have been expedient but constituted a conflict of interest which is prone to abuse.  In numerous consultations with developers, they themselves also recognize this problem.  So, we took steps to address that. Our legal mandate is to extend loans to borrowers taking into account their capacity to pay.  That is what we are doing,” sabi pa ni Berberabe.

Ipinaliwanag din ni Berberabe na “A simple comparison of current figures with those of the previous years, particularly 2008 and 2009, may not be appropriate to gauge current performance especially in a market driven industry.

“We have to take into consideration that the upsurge in Pag-IBIG housing loans in those two years was brought about by a combination of Pag-IBIG Fund’s reduction in interest rates, increase in loan amounts, the lengthening of the loan terms, as well as the heavy advertising undertaken by the Fund to market those changes. The reduction in interest rates was introduced only sometime in November of 2006 and the performance in 2008 and 2009 may very well represent a peak in the industry,” aniya.

Ipinaliwanag pa ni Berberabe na “The real problem lies now not with our own processing of these loan applications, but in the actual take-out of the accounts or release of the proceeds. Since these loans need to be properly secured, the problems encountered by our borrowers in their transactions with the Land Registration Authority and the respective Registry of Deeds becomes a delaying factor.”

“As of the end of July this year, more than 10,000 housing loans have been approved by us but still remain subject for take-out, largely because of annotation and conversion delays in the respective land titles. Even our borrowers’ problems in the processing of their titles are something that Pag-IBIG has tried to solve. Thus, we now have a memorandum of agreement with the LRA to help alleviate the delay due to their computerization project and are now in talks with them to have a dedicated desk for us.”

“We are very grateful to the LRA for agreeing to the MOA and we hope that our arrangements would fast-track the processing of our borrowers transactions with them,” dagdag pa ni Berberabe.

Patuloy naman ang pakikipag-usap ng Pag-IBIG sa iba’t ibang grupo ng mga property developer. “We are very much serious in keeping open our dialogue lines and in taking account their inputs so that we can help them in the midst of necessary changes. We are postured to propose to our Board new products that should address business issues such as credit facilities and receivables financing programs. Pag-IBIG Fund is very much conscious of its mandate in addressing our country’s housing concerns. I wish to re-assure our home developer partners that we will always take to heart the need not only of maintaining Pag-IBIG’s continued viability, but that of the whole housing industry as well,” saad ni Berberabe.
