P17-M Misdeclared Soya Bean Oil, Nakumpiska

NAHARANG AT kinumpiska ng Bureau of Customs (BOC) ang 15×20-footer container vans ng Refined Bleached and Deodorized (RBD) soya bean oil na nagkakahalaga ng US$399,338.80 o P17.173 milyon sa kasalukuyang komersyal na presyo na idineklara lamang ng Fraction of Unrefined Soya Bean Oil (F-RU) na US$166,653.20 o P7.166 milyon.

Sinabi ni Customs Commissioner Ruffy Biazon, tinangka ng consignee na Sea Probe Trading ng Lipahan, San Juan, Batangas, na maibaba ang presyo sa pamamagitan ng pagdedeklara na ito ay isang commodity na may zero tariff sa ilalim ng Asean Free Trade Agreement (AFTA) para maiwan ang pagbayad ng obligasyon, gayong dapat bayaran ng Sea Probe ay seven percent rate sa duties para rito.

“Sea Probe Trading did not only misdeclare and undervalue their soya bean oil shipment, they also faked the AFTA certification supposedly issued by the Ministry of International Trade and Industry of Malaysia,” pahayag ni Biazon.

Dagdag pa nito, “This old ‘modus’ in the Bureau of Customs is over. We have now strengthened our coordination initiatives with our ASEAN counterparts. We can immediately detect this illegal practice.”

Ayon naman kay BOC Enforcement Group Deputy Commissioner Horacio P. Suansing Jr., nilinaw nito na ang pag-iisyu ng Alert Order sa Sea Probe Trading Shipment at matapos nito, ang kanyang Operations and Intelligence Office (OIO) operatives sa Manila International Container Port (MICP) ang nagulat na may paglabag ang naturang consignee, partikular ang Sections 2530 ng Tariff and Customs Code of the Philippines (TCCP).
