MINAMADALI NA umano ng Bureau of Internal Revenue (BIR) ang mga kinakailangang requirements at patakaran sa pagpapatupad ng Sin Tax Reform 2012.
Sinabi ni BIR Commissioner Kim Henares, magiging epektibo ang batas matapos ang paglalathala sa Disyembre kaya inaasahang sa January 1, 2013 tataas na ang sisingiling buwis ng mga alak at sigarilyo.
Ayon kay Henares, aasahang tataas na rin ang presyo ng mga alak at sigarilyo matapos makompleto ang revenue regulation.
“The law will be effective immediately upon publication. We expect it to be published this December. So by January 1, 2013, the act will be effective and the rate of taxes will be implemented already (on) January 1, 2013,” ani Henares.
Wala naman daw nakikitang problema ang BIR kung biglang magtaasan ang presyo ng mga sin products dahil hindi naman ito prime commodity at walang ipatutupad na price control.
Kung tutuusin, makabubuti raw ito para hindi na makabili ang mga mahihirap at kabataan, upang magbawas na ng paninigarilyo.
“You know, the price… Kasi this is not a prime commodity ano, so there’s no price control. Remember, this is a health measure. In fact, if you really look at it, we really want the price to go up right? So that people will minimize their smoking or they will not start smoking if they haven’t started especially the poor and the young. So as far as the government is concerned, if they increase the price, then it achieves one of the objectives of the law which is to make tobacco products more expensive than it is now so that people will think twice about starting to smoke or think about stopping (it) altogether,” dagdag ni Henares.
